I could see this useful for admins that do not allow certain groups to upload to the gallery at all, and this lets them enter photo contests. You could give them access to upload but 0mb in storage and they could still enter photo...
Sorry, I disagree. Raising the quota is what that setting is for. It is not designed as a per-album quota it is for the entire MG. If you want them to upload you'll need to raise it.

This was fixed but one user still did not get promoted.
In the database I had xfa_motm_award blank, so I put in the 1 for all my winners.
Then, I rebuilt the cache "Rebuild user group promotions."
It fixed it for all my winners except one. My April winner was not promoted. I checked...
Award Timeout for is broken since the upgrade.
I have it set for 30 days and after install and the cron has ran, now, all winners have the winner banner on their avatar going back to the start (January).
If you are account is disabled, it's because we disable all accounts that did not login since 6 months to avoid sending emails to deleted gmail accounts. Don't hesitate to contact us and we will activate your account again.
