Support Cannot connect to PayPal

We have not been able to decipher the instructions for generating the PayPal Traditional Credentials.
Whenever we try to make a purchase with Forum Sales, we see the Failure to Connect Message.
Can we get help analyzing the error?
We are running XF2.2.12, Forum Sales 3.0.1 and Core 2.0.1.
