RM MarketPlace question

Ive been told I would need another plugins for allowing customers to do local payments, is this true?
I would like to purchase this system but need to know what I need before purchasing

Also just been looking at the manual for the Paypal API and I cannot get access to that the only one i have access to says
Account name
ClientID
Secret

Does this mean I cannot use RM Market and if not what is the best alternative.
Want to offer minecraft and gmod plugins for free and paid

Well no help here then looks like I will have to find another plugin that does the job for us
